Almighty Allah says in the Quran:
'Doer of whatever He wills.' (Surah al-Buruj verse 16)
'Indeed Allah does whatever He wills.' (Surah al-Hajj verse 18)
'But Allah does whatever He desires.' (Surah al-Baqarah verse 253)
Types of will (desire):
Indeed, the scholars of ahli sunnah wal jamaah said, "In the Book of Allah, there are two types of will."
1. The Divine (kavniy) Will is the will of creation of creatures and creativity.
2. The Shariah will is the will of disseminating the Shariah and the religious proposal.
The Divine (kavniy) Will includes both. One cannot imagine Him or understand Him.
Explanation: That is, man cannot imagine how Almighty Allah is. It cannot be understood Him with intellect. We cannot comprehend the essence of Allah. We know Allah from His attributes.
Evidence:
'They cannot comprehend Him in their knowledge.' (Surah Ta Ha verse 110)
'They cannot grasp any of His knowledge.' (Surah al-Baqarah verse 255)
'No vision can grasp Him, but His grasp is over all vision. He is the Subtle, the Expert.' (Surah al-An'am verse 103)
Creatures are not like Him.
Explanation: That is, there is no like Allah among His creatures in His attributes, in His works, in His names, and in His commandments.
Evidence:
'There is nothing like Him. He is the Hearing, the Seeing.' (Surah ash-Shura verse 11)
'And there is none comparable to Him.' (Surah al-Ikhlas verse 4)
He is alive, immortal, always active and does not sleep.
Explanation: That is, the life of Allah is eternal, not vanish with death. Also, the life of Allah is eternal and has not vanished there before. Allah manages all things and does not sleep or slumber. He holds the universe in His hand. The condition of Allah is in Himself, and the condition of creatures is with Allah.
Evidence:
'Allah! There is no god except Him, the Living, the Everlasting. Neither slumber overtakes Him, nor sleep.' (Surah al-Baqarah verse 255)
